I am wondering whether the people on the upper level are "less" of a security risk, than their neighbors below? Perhaps it's just the division of "bad inmates" versus the "REAL bad inmates"! :)
This is a building on the University of Texas campus. :) I assume that the bars on the lower windows are to keep people out, rather than in.
